One of the reasons that fence proponents are skeptical of the pledges of last year and this year is the Endangered Species Act.  This article discusses opposition to the fence among environmentalists, as does a piece from Mother Jones which I linked to a few days back.  In the MSNBC article, however, is this admission of the pace of deliberations at DHS:

While the Department of Homeland Security said it has not made any final decisions on where the fence will go

Another reason to oppose the present immigration bill is the undeniable fact that DHS hasn’t even come up with a plan for the fence mandated last year.  This is one of many factors underlying the public’s supicion that no matter what promises are made concerning border security, they  are simply never kept.

As Fred Thompson said yesterday about Congress could actually be applied to all Beltway participants in the debate: “Nobody believes them.”
