Having seen CAP blow up in his face, Teddy is off on the “unitary executive” rant again, and this is now the leading contender for most used phrase by Democrats in the floor debate ahead. (I am sticking by my prediction that Barbara Boxer will still rely on CAP in her remarks. It is, after all, easily spelled.)
Because “unitary executive” is a vague term, it is easily manipulated by opponents. Because it is a complicated and unfounded theory they are pushing, however, it will not resonate. Still, Teddy’s got his new song, and he’s going to sing it again and again.
