Donald Kochan is my colleague at Chapman University Law School, and he has an article in Thursday’s Wall Street Journal, “Reading Adam Smith in Arabic.” It focuses on a little known program at the U.S. State Department called the Arabic Book Program tasked in 1987 with producing English-to-Arabic translations.

Donald has posted on the subject here before, and authored a longer law review article on the use of soft power in the war on terror in the 2008 West Virginia Law Review.

The three State Department sites on the program are here, here and here.
